I'm on a quest

Does anyone know of a service that will do weather alerts for one or more selected cities via email, to an email account or mobile phone or both, for less than weather.com charges ($50/year)? I don't need (and don't want) forecasts sent that way (esp. not to the phone), so combo deals won't work if forecasts can't be disabled.

If I can find a good one for free, then I'll naturally go for that one :-)
